Executive Committee:

Elected in 2008 and 2012 by the voters of Pasco County, Florida, Paula O'Neil became the seventh person and first female to serve as Clerk of Circuit Court & County Comptroller in Pasco County's history. Prior to serving as a constitutional officer, Paula worked in various capacities in Pasco County government for over 20 years. With a continual desire to mentor and teach, Paula also served as an adjunct instructor for Pasco-Hernando Community College and an adjunct professor for Saint Leo University. Dr. O'Neil holds a Doctorate in Philosophy in Applied Management and Decision Sciences, is a Certified Public Manager, University of South Florida Executive Fellow, Leadership Pasco Alumnus, and former Florida Sterling Examiner. Paula serves on the Board of Directors for Florida West Coast Credit Union, Pasco Safety Town, Central Florida Behavioral Health Network, the Florida Court Clerks & Comptrollers (First Vice President), and the Clerk of Courts Operation Corporation. She serves on the Advisory Committee for Information Technology at Pasco-Hernando Community College and the Advisory Board for Criminal Justice for Rasmussen College. Paula is active with Pasco County Making Strides Against Breast Cancer and serves on several committees for the Florida Court Clerks & Comptrollers and the Clerk of Court Operations Corporation. Memberships include the Rotary Club of Seven Springs, Chambers of Commerce, East Pasco Conservative Club, Lake Jovita Business Women, and the Homeless Advisory Board. A native of St. Louis and forever fan of St. Louis Cardinals baseball, Paula has lived in Pasco County since 1987. She has two sons, Patrick and Phillip, and two grand-dogs, Buddy and Max. She enjoys spending time with her family, traveling, bicycling, and attending sporting events. Paula O'Neil, Ph. D. - Chair

Ray Gadd, Assistant Superintendent Pasco County School Board - Vice-Chair

Ray Gadd is currently Assistant Superintendent for Administration and Operations at the Pasco County School Board and was formerly CEO of Gulf Coast Jewish Family Services. He has been involved in education and human services for over 30 years. He also serves on the Pasco Regional Council and the Pasco Pediatric Foundation. A point of personal pride for Ray was his efforts to pass the Penny for Pasco in 2004 which was just recently renewed. He has a daughter and two grandchildren which keeps him very busy. He is married to Cathy Peckett and lives in Land O Lakes, Florida.

Larry Lumpee, Retired - Treasurer

Larry Lumpee has a long and distinguished career in management and leadership with particular expertise in the planning, operation and development of large complex organizations. He recently retired as Chief Operating Officer of Central Florida Behavioral Health Network after serving from 2005-2013. His career also includes service as the Assistant Secretary for Detention Services for the Florida Department of Juvenile Justice and Program Administrator Economic Services and Children, Youth & Families for the Department of Health and Rehabilitative Services. Larry has served on the Florida Council on Crime & Delinquency receiving Distinguished Service Awards in 1995 and 1997, the American Correctional Association, the Hillsborough County Public Safety Coordinating Council, Chair of the Hillsborough County Children's Board, the Hillsborough County CEO Roundtable and the Manatee County CEO Roundtable. He received his degree in Sociology Education from St Leo College.

 Judy Turnbaugh - Secretary

After 32 years of Federal service, Judy retired from the Office of the Commissioner’s staff, U.S. Customs Service as a Senior Enforcement Specialist. During her tenure she was appointed as the national Zero Tolerance Ombudsman. She became actively involved in advocacy work as a family member with NAMI (National Alliance on Mental Illness) in 1996 primarily to assist her brother and persons with mental illness navigate the mental health community and services. For two terms, Judy served as President, NAMI Pinellas County and she proudly participates in a variety of NAMI signature programs. As a member of NAMI’s Speakers Bureau, she enjoys her guest speaking engagements throughout the community and welcomes it as an opportunity to educate the public on mental illness issues. She is also a member of the FACT (Florida Assertive Community Team) Advisory Council and the Mental Health Substance Abuse Coalition. In addition to her advocacy work with NAMI, she also served as President and Co-Founder of Benedict Haven, a Residential Treatment Facility that was established as a nonprofit 501(c) (3) organization and built from the ground up. The Pinellas County Guardian Association invited Judy to become a member of their Board of Directors and serve as the Chair of the Family Guardian Committee.

 

Kevin Lewis, CEO SalusCare - Quality Chair

Kevin Lewis, a longtime leader and advocate for mental health care in Southwest Florida is the Board Quality Improvement Chairman. During his time as the President/CEO of SalusCare, the agency received the international Commission on Accreditation of Rehabilitation Facilities' highest level of accreditation. At the time, Bower wrote the distinction "reflects the dedication and commitment of our more than 400 employees led by president/CEO Kevin Lewis in responding to the needs of patients, families and our community."

 

In 2014, Lewis received a National Point of Light Award, the same year he was honored as a Trailblazer in The News-Press Person of the Year awards. It is safe to say in Mr. Lewis’ 30 plus years of experience and service "His legacy is improved care for people in need of treatment and personal support and he has done so through effective collaboration and trust."

Craig Latimer - Past chairman

Mr. Latimer was recently elected Hillsborough County Supervisor of Elections and he also has a long and distinguished career as a public servant. He has been Chief of Staff in the Supervisor of Elections office since 2009 and has led turnaround efforts to restore integrity, efficiency, and confidence in the elections process. He was the only recent candidate for the Supervisor position that had conducted elections. He previously served for 35 years in law enforcement, beginning as a crime scene investigator with the Tampa Police Department where he supervised homicide and major crimes investigations and also implemented a county-wide system for child protective investigations to improve child safety. He retired as a Major from the Hillsborough County Sheriff’s Office in 2008. He is passionately committed to community involvement having served as Honorary Commander at MacDill Air Force Base, working at “A Kid’s Place” emergency shelter, the K9 Assistance Network, and on the USF Collaborative for Children, Families, and Communities. He is a graduate of Tampa Catholic High School and the University of South Florida. He was born and raised in Hillsborough County and is married to Sharon. They are parents of one son and one grandson.

Alvin W. Wolfe, Ph.D., is Distinguished University Professor Emeritus, Department of Anthropology, at the University of South Florida. For thirty years he coordinated applied anthropology internships and taught courses in network analysis. With his students, he has been applying formal network analysis to many social situations, including personal support networks and networks within and among organizations, especially in the area of health and human services. In addition to his community service with CFBHN, Professor Wolfe chairs a USF Community Committee on Anthropological Connections, and serves on the Board of Directors of several not-for-profit organizations, including the Florida Health and Human Services Board, Inc. and the Florida Institute for Community Studies, Inc.

Operation PAR, Inc. has been putting Florida's families first for more than 37 years since incorporating as a nonprofit organization in 1970. Prior to receiving federal funding, Operation PAR provided treatment services with a volunteer staff of paraprofessionals and professionals. Today, staffed with more than 425 employees, Operation PAR provides integrated addiction and mental health services at its various sites in Broward, Pinellas, Pasco, Lee, and Manatee counties. Currently, the agency has numerous contracts with various local, state, and federal agencies and is nationally respected for its’ excellence and reputation for bringing research to practice. Operation PAR is well known on a national and international basis for its’ research initiatives funded by the Center for Substance Abuse Treatment (CSAT) and the National Institute on Drug Abuse. Nancy is President and CEO of Operation PAR and past president of the Florida Alcohol and Drug Abuse Association and Florida Juvenile Justice Association. She received her Master’s in Public Administration from Troy State University and her Criminal Justice degree from University of South Florida.

Teri Saunders - Community CBC Circuit 10 Representative

Teri Saunders is a 20 year resident of Winter Haven, Florida.  Ms. Saunders has a strong interest in promoting health and wellbeing in her community.  She is the CEO of Heartland for Children, a not-for-profit organization serving children and families in Polk, Highlands, and Hardee Counties. In addition to the Central Florida Behavioral Health Network Board, Ms. Saunders serves on the Winter Haven YMCA Advisory Council, the Warner University Social Work program’s advisory group, and the Polk Vision Quality of Life Task Force.  Additionally, Ms. Saunders was appointed by Secretary David Wilkins of the Department of Children and Families to the Independent Living Services Advisory Council, and was appointed by Governor Charlie Crist to serve on the Florida Council on Homelessness. 

 

Walter Niles, Florida Department of Health Hillsborough County (Community/Public Health)

Walter W. Niles is a native Floridian, born in Tampa and currently residing in Tampa. He attended Oakwood College (now Oakwood University) and graduated with a degree in Business Management, and he is also a graduate of the University of Phoenix, with an advanced Leadership degree. Walter is a Florida Sterling Award Examiner and a Public Health Leadership Scholar at the University of South Florida and the Florida Department of Health. Walter has been a champion for Health Equity for nearly 25 years. Currently employed by the Florida Department of Health in Hillsborough County, he is the founding manager of Florida Department of Health’s first Office of Health Equity (OHE), which was established in 2009, and is located in the Community Health Division of the Florida Department of Health in Hillsborough County. The aim of the OHE is to eliminate health disparities and accelerate the elimination of the social determinants of health in Hillsborough County through the promotion of systems initiatives, thereby improving health through policy, systems, and environment. By working with all of the divisions of the health department, the OHE actively leads efforts to ensure that minority and health equity issues are a consideration throughout the organization at the programmatic and policy levels. In this position, Walter has the unique responsibility of informing as well as alerting public leaders as well as the Public Health Community of issues relating to health disparities and health inequities. Walter is also an adjunct professor and lectures frequently at National and International Conferences on subjects related to Health Equity. Formerly, he served as Director of Race Relations for the Tampa Urban League where he facilitated dialogues centered on race, racism, and health and gender disparities. He has hosted community race relation dialogues as well as race relation dialogues which included community opinion leaders as well as two former mayors and a former governor of the State of Florida. Prior to joining the staff at the Urban League, Walter worked for several years in community mental health. As a community activist, Walter is involved in numerous organizations. He is the Board Chairperson of the Lee Davis Neighborhood Health Consumer Council and a board member of Central Florida Behavioral Health Network, Inc. He also is actively involved in the following organizations: Executive Member, Southeastern Conference of Seventh Day Adventist, Executive Board, Central Florida Behavioral Health Network, Executive Board, Tampa Community Health Center, West Coast Regional Advisory Board, USF, Center for Leadership in Public Health Practice, Florida Alliance for Diabetes Prevention, American Heart Association, and the National Association for the Advancement of Colored People (NAACP), Florida Public Health Association, and Society of Public Health Education, Community Council, Hillsborough County Health Department, Hillsborough County Public Safety Committee, Past Chair, Tampa Community Health Center, Board of Directors, Past Chair, American Cancer Society’s Black Public Education Committee. Walter is married to the former Vivian Reed and they are the proud parents of two adult children.
